Food crisis in rural Burma

Bangkok, 01 May, (Asiantribune.com): Villagers in rural Burma are facing a severe food crisis, requiring urgent attention by the international community, according to the Karen Human Rights Group (KHRG), who today released the report Food crisis: The cumulative impact of abuse in rural Burma. The 28-page briefing paper examines the widespread and sustained human rights abuses at the root of this crisis and states that the crisis is a direct result of systematic militarisation and exploitation by the State Peace and Development Council (SPDC), the military junta currently ruling Burma.

In SPDC-controlled areas, the combination of military demands in the form of forced labour, arbitrary taxation, looting and ad hoc demands for food, money or other supplies, together with land confiscation, movement restrictions and forced relocation, have placed an unsustainable burden on villagers’ livelihoods, exacerbated poverty and dramatically increased food insecurity.

Meanwhile, in areas not under firm military control, SPDC forces are trying to force villagers into relocation sites by attacking villages and destroying food stores, fields and livestock. Villagers who manage to escape such attacks and flee into situations of displacement in forest hiding sites face further threats to their food security, as a shoot-on-sight policy, landmines and restrictions on trade make it extremely difficult for villagers to leave their hiding site in order to collect hidden food stores, work their former fields or purchase food supplies.

According to Saw Albert, a Karen spokesperson for the report, “The food crisis has been gradually worsening since the beginning of the SPDC’s Northern Offensive in late 2005. With increased attacks on village communities and an intensified forced relocation campaign over the last three and a half years, food insecurity is at an all-time high. In military-controlled areas, villagers struggle to both meet the constant demands of the SPDC and their allied military groups and provide food for their families. While in displaced areas, villagers have to share limited food supplies with each other just to stay alive.”

Recognising the numerous strategies that villagers are already using to address food insecurity, the briefer gives recommendations to the international community on actions that can be taken to alleviate the current crisis and prevent future abuse and malnutrition in rural Burma. These recommendations include increased support for cross-border aid and local civil society organisations which can access affected populations and support for the local food security protection measures that villagers in rural Burma have already developed.

KHRG spokeswoman, Naw September Paw called for increased humanitarian aid to villagers in rural Burma: “Villagers in Karen State are faced with a serious food crisis as the direct result of military exploitation and abuse. In response, villagers have tried to find various ways to address this crisis, to maintain their livelihoods and resist abuse. Despite these strategies, there is a great need for humanitarian aid to be scaled up to reach these people. However, it is the locally-driven protection measures developed by villagers themselves that should first be taken into account in order to effectively address this crisis.”

A year later, Myanmar remembers Cyclone Nargis

THA GYAR HIN OH, Myanmar (AP) — A year after Cyclone Nargis swept away entire villages, turned fertile rice paddies into wasteland and killed nearly 140,000, people across Myanmar marked the anniversary Saturday with quiet remembrance and prayer.

The ruling military junta, however, held no official ceremonies to commemorate Nargis, which was the worst natural disaster Myanmar has ever seen and one of the deadliest in recorded history. The state-controlled New Light of Myanmar newspaper did not mention the cyclone in its 16-page edition Saturday.

"My sister and brother died saving my parents, and my life without them is never the same," said Hlaing Bwa, a 34-year-old fisherman, who lives in Thaunglay village in Haing Gyi island where the cyclone first made landfall before pummeling the mainland.

The cyclone struck with fury in the middle of the night of May 2, 2008, churning for two days and sending tidal surges as high as 12 feet (3 1/2 meters) some 25 miles (40 kilometers) inland. The government's toll has never been changed from 85,000 people dead and another 54,000 missing.

Most of the dead were in the low-lying Irrawaddy delta, the country's once fertile rice-growing region on the southwestern coast, where tens of thousands of farm families sleeping in flimsy shacks barely above sea level were swept to their deaths.

"My parents have not recovered from the loss, but life has to go on and there is no use in crying," Hlaing said. "We cannot bring them back, but we will pray for them and we will share our merit-making with them."

Low-key ceremonies were held in homes, offices and in Buddhist temples and churches around the country to mourn the victims, many of whose bodies were never recovered or dumped in mass burial sites. A group of aid agencies in Yangon, Myanmar's biggest city, organized a photograph exhibit and invited the public to display their own cyclone pictures.

A group of doctors and other private donors marked the anniversary by opening a cyclone shelter for 1,500 people in Tha Gyar Hin Oh village at the mouth of Pyapone river, which opens into the Bay of Bengal.

Like many parts of the delta, the village is accessible only by boat and residents say they haven't seen foreign aid in months and desperately need some.

Hla Phin, a 38-year-old farmer, lives with her husband in a flimsy palm-and-thatch hut built from debris collected after the cyclone, which destroyed their former home.

"How are we going to survive if another strong wind comes?" said Hla Phin, who added that she has no money to hire farm hands, no seeds for planting and expects to miss the planting season that is already under way. "We have no solution and no help coming."

Myanmar's secretive military regime was widely condemned for denying foreign aid agencies access to the delta in the weeks that followed the disaster when some 800,000 survivors were homeless.

The junta also punished civilians, especially pro-democracy activists, who rushed to provide assistance without the military's permission.

New York-based Human Rights Watch called Friday for the release of at least 21 people who were imprisoned for providing cyclone aid and "shining a spotlight on government indifference to Cyclone Nargis survivors." They are serving prison terms of between two and 35 years.

After global condemnation and a personal appeal by U.N. Secretary-General Ban Ki-moon in the wake of the disaster, the junta relented and allowed foreign assistance, and now 90 percent of survivors have been provided with food, clean drinking water and basic shelter needs, aid agencies say.

But hundreds of thousands remain without jobs and housing, leaving many vulnerable to the coming monsoon rains and little to lift them out of poverty.

"Shelter is probably the number one challenge or difficulty faced by hundreds of thousands of families across the delta," said Paul Risley, a spokesman for the U.N.'s World Food Program, which expects to provide food rations for the rest of the year to at least 350,000 survivors.

The sea water that surged through the region inundated water wells and many survivors still lack clean drinking water. The waves also turned almost 2 million acres (800,000 hectares) of Myanmar's most fertile rice paddies into salt-contaminated wastelands.

Foreign governments and charities provided $315 million for food aid and emergency assistance in the months after the storm. But aid agencies say hundreds of millions of dollars more are still needed to rebuild the delta's decimated infrastructure and help farmers rebuild their lives.

GENEVA – The World Health Organization announced Thursday it will would stop using the term "swine flu" to avoid confusion over the danger posed by pigs. The policy shift came a day after Egypt began slaughtering thousands of pigs in a misguided effort to prevent swine flu.

WHO spokesman Dick Thompson said the agriculture industry and the U.N. food agency had expressed concerns that the term "swine flu" was misleading consumers and needlessly causing countries to ban pork products and order the slaughter of pigs.

"Rather than calling this swine flu ... we're going to stick with the technical scientific name H1N1 influenza A," Thompson said.

The swine flu virus originated in pigs, and has genes from human, bird and pig viruses. Scientists don't know exactly how it jumped to humans. In the current outbreak, WHO says the virus is being spread from human to human, not from contact with infected pigs.

Egypt began slaughtering its roughly 300,000 pigs Wednesday even though experts said swine flu is not linked to pigs and not spread by eating pork. Angry farmers protested the government decree.

In Paris, the World Organization for Animal Health said Thursday "there is no evidence of infection in pigs, nor of humans acquiring infection directly from pigs."

Killing pigs "will not help to guard against public or animal health risks" presented by the virus and "is inappropriate," the group said in a statement.

China, Russia, Ukraine and other nations have banned pork exports from Mexico and parts of the United States, blaming swine flu fears.

Most in the Muslim world consider pigs unclean animals and do not eat pork because of religious restrictions. The farmers in Egypt raise the pigs for consumption by the country's Christian minority.

WHO also reported the number of confirmed swine flu cases rose to 257 worldwide Thursday, with cases in Mexico rising to 97 from 26, with seven deaths. The WHO confirmed tally from the United States now stands at 109, with one death.

Other confirmed cases include 34 in Canada, 13 in Spain, eight in Britain, three each in Germany and New Zealand, two in Israel and one each in Austria, Switzerland and the Netherlands.

WHO raised the pandemic flu alert to phase 5 on Wednesday, one step away from the highest level indicating a global outbreak. WHO flu chief Keiji Fukuda said Thursday there were no indications in the past day that would prompt the U.N. body to raise the alert further.

To move from pandemic alert level 5 to level 6 means that WHO believes there is evidence of big outbreaks in at least two world regions and a pandemic is under way.

Fukuda said the jump in confirmed cases from Mexico was probably the result of scientists working their way through a backlog of untested samples from suspected cases.

"They are going through several thousands of laboratory specimens right now," he said.

WHO has started distributing its stockpile of 2 million treatments of the antiviral drug Tamiflu to regional offices, which will decide where to send them next.

Many of those drugs will go to developing countries that don't have stockpiles of their own and some will be sent to Mexico, Fukuda said, without providing figures.
